Elina Morozova

Elina Morozova is the Executive Director of the International Organization of Space Communications (IOSC) "Intersputnik" — an international intergovernmental organization established in 1971 with its headquarters in Moscow. At IOSC "Intersputnik," she is responsible for liaising with member states and the United Nations system, including the Committee on the Peaceful Uses of Outer Space and the International Telecommunication Union, as well as overseeing the work of the administrative and international legal departments.

Alongside her career at IOSC "Intersputnik," she is actively engaged in research activities. Ms. Morozova is the developer and lecturer of the course "International Space Law and Telecommunications Law" within the Master's program in Public International Law at Saint Petersburg State University. Additionally, she participates in the work of international, regional, and national industry non-profit organizations and professional communities, serves on the editorial boards of internationally recognized scientific journals, and is the author (or co-author) of publications in Russian and English on international space law and the regulation of radio frequency spectrum and satellite orbits.

Born on 14 August 1982 in Riga. In 2004, she graduated with honors from the International Law Faculty of the All-Russian Academy of Foreign Trade of the Ministry of Economic Development of the Russian Federation (with the qualification of a lawyer with knowledge of a foreign (English) language (the second foreign language is French), specializing in Jurisprudence). At the same institution, in 2008, she obtained a second higher education degree in economics with knowledge of a foreign language in the field of "World Economy." She also holds a Master of Laws (LL.M.) degree in International Business Law from The University of Manchester, awarded with honors in 2009. Additionally, she completed a short-term professional development program in corporate law at the Academy of National Economy under the Government of the Russian Federation (2005), professional retraining in "Jurisprudence" at the Moscow School of Social and Economic Sciences (2009), as well as practical seminars and other training programs.
