Sea Level Rise: International Legal Aspects

On 20 March 2025, from 5 to 7 pm, the International and Comparative Law Research Center is holding a presentation of a research on the international legal aspects of sea level rise followed by a discussion (in Russian). The research is authored by Georgy Suvorov who is working on it as part of the Scholarship for Young International Law Researchers at the ICLRC. The event will be held in-person (no online streaming) at the ICLRC Library located at 14 b. 3 Kadashevskaya Embankment, Moscow.

Sea level rise represents one of the most urgent and significant legal challenges associated with climate change. This issue is currently debated at both national and international levels, including by the International Law Commission and the Sixth Committee of the UN General Assembly; however, concrete solutions have yet to be developed.

Topics to be discussed based on the preliminary research results include:

  • How does coastline retreat impact state maritime boundaries?
  • Can territorial flooding lead to the loss of statehood?
  • What legal mechanisms effectively protect the rights of people affected by rising sea levels?
  • How should international law adapt to new climate realities?

We welcome participation from all those interested in the international legal dimensions of sea level rise and climate change.
