International Negotiations and Climate Law: ICLRC at the Sirius Science School

Alexandra Khlebnova, Head of Climate and Environment at the ICLRC, gave a lecture to participants of the academic school-conference “International Climate Diplomacy,” held from 12 to 15 August 2025 at the Sirius Science and Technology University.

Alexandra spoke about the structure of the global climate governance system — from the legal foundations established in the UNFCCC and the Paris Agreement to the logic of how the UN-led international negotiation process operates.

Participants learned how dialogue is conducted at the Conferences of the Parties, how the institutions of international climate agreements function, how countries formulate and present their commitments, and how their contributions are assessed in achieving global climate goals.

For many participants, the school became a first step toward understanding and engaging with the international climate agenda. The top graduates will have the opportunity to continue their training in Sirius-led projects on international climate diplomacy.
