Presentation of the Russian edition of Rae Kwon Chung’s book Decisive Moments of Climate Diplomacy: De-carbonizing Strategy for Net-Zero Future
On 14 October 2026, the International and Comparative Law Research Center (ICLRC) will host the presentation of the Russian edition of Professor Rae Kwon Chung’s book Decisive Moments of Climate Diplomacy: De-carbonizing Strategy for Net-Zero Future (기후담판: 기후변화대사 정내권의 대한민국 탈탄소 미래전략), prepared at the initiative of the ICLRC.
The event will be held in a hybrid format, with in-person participation at the ICLRC Library and online attendance available. It will run from 6:00 to 8:00 p.m., with guest arrival from 5:30 p.m., and will be conducted in English without interpretation.
Professor Rae Kwon Chung was the Republic of Korea’s first Ambassador for Climate Change and formerly served as Principal Advisor on Climate Change to UN Secretary-General Ban Ki-moon and as Director of the Environment and Development Division of UN ESCAP. Much of his professional work has focused on promoting a credible global climate regime and synergizing climate action with economic growth through the concept of green growth, which views climate action not only as a response to an environmental challenge but also as an opportunity for economic development.
In his book, Rae Kwon Chung draws on several decades of direct involvement in international climate negotiations to highlight the critical ups and downs of the global climate regime, the tensions between developed and developing countries, and the search for compromise at pivotal moments in the negotiating process. The book is intended for a broad readership interested in international relations, climate policy, and environmental diplomacy.
During the presentation, Rae Kwon Chung will introduce the Russian edition of the book and discuss key stages in the international negotiating process, which started with high ambition to draw up a legally binding regime and eventually ended up in a non-legally binding voluntary pledge and review formula, efforts to balance states’ environmental and economic interests, and the development of approaches that later became part of the global climate agenda.
