Temir Kazybay

Temir Kazybay is a lawyer and an expert in digital law. He has over 20 years of experience in the development and analysis of legal acts, digital transformation of the public sector, protection of personal data, and the implementation of e-governance mechanisms.

At the National Law Corporation (dlaw.kg), Temir serves as the director of the Digital Code project, providing legal support on corporate and digital regulation issues. He is also the Chairman of the Association of Participants in the Virtual Assets Market of the Kyrgyz Republic (AURVA, aurva.kg), where he promotes legal and ethical standards in the field of digital and virtual assets.

He holds a Master's degree in Public Policy from the KDI School of Public Policy and Management, Republic of Korea.

He has actively participated in initiatives to digitize the justice system, introduce open data, develop interdepartmental electronic interaction (IDEE «Tunduk»), provide legal support for digital platforms, and assess legislation from the perspective of sustainable development. He participated in the development of the draft Digital Code of the Kyrgyz Republic. He has worked on projects of various international organizations, including the development of digital skills among young people and increasing the accessibility of state and municipal services through digital solutions.
