Towards Global Green Leadership: BRICS Cooperation Priorities on Addressing Climate Change
The ICLRC, in collaboration with the HSE Laboratory for Economics of Climate Change, has produced a report exploring potential areas for BRICS countries to cooperate on climate-related issues during the Russian Presidency and beyond.
The authors offer an in-depth analysis of the climate policies of BRICS countries, their engagement in multilateral cooperation, and their positions on key aspects of the international climate agenda.
The report outlines priority areas for collaboration that align with the shared interests of BRICS countries, emphasizing their unique role and responsibility in addressing global climate change.

In 2019-2022, Anton Tsvetov supervised the work with the organizations of the UN and the Group of Twenty in the Ministry of Economic Development of Russia. He was engaged in negotiations on sustainable development and climate change issues, including the issue of carbon markets (Art. 6 of the Paris Agreement). He also worked on the presentation of the first Russian Voluntary National Review of the implementation of the Sustainable Development Goals in the UN. Prior to joining the civil service, Anton worked in research centers, working out policy recommendations in the field of international relations and global development, specifically in the Center of Strategic Research (CSR) and in the Russian International Affairs Council (RIAC). He is the author of more than 100 publications in Russian and foreign scientific journals, as well as in analytical media and mass media. An alumnus of international leadership development programs in Germany, India and the US.
Igor A. Makarov, PhD in Economics, is a Head of the School of World Economy of National Research University Higher School of Economics (HSE) in Moscow. He also directs the Laboratory for Climate Change Economics at the same university. Igor Makarov is the chief editor of journal “Comprehensive World Economy”. He was a visiting scholar at Stanford University (2011) and Harvard University (2016 and 2019), taught at the University of Tehran (2016) and Autonomous University of Madrid (2017).
Research Interests: - sustainable development, climate and environment; - regional economic integration; - international law and economy in Asia-Pacific. 2016 – 2023 — Director General, Department of Multilateral Economic Relations and Special Projects of the Ministry of Economic Development of the Russian Federation. Represented Russian Federation and formulating Russian foreign economic strategies and policies, especially in the areas of sustainable development, climate change and environment agenda in such organizations as APEC, SCO, BRICS, ASEAN, East Economic Summit, UNCTAD, ESCAP, OSCE, OECD. Permanent member of Russian negotiating team in UNFCCC. Served as Deputy senior official of Russia in Asia-Pacific Economic Cooperation forum, Head of National Delegation to G20 Climate Sustainability and Environment Working Group. Coordinated preparation of the first ever Russia's VNR on SDGs implementation (2020). In 2011 – 2016 as the director of APEC Study Center, Russian Presidential Academy (RANEPA) provided analytical expertise for promotion of Russian economic interests in Asian markets. In 2004 – 2016 Dr. Stapran Associate Professor, Moscow State Institute of International Relations (MGIMO-University) and visiting professor at Russian Presidential Academy (RANEPA) and Higher School of Economics.
