Ong Chin Heng

Ong Chin Heng is Senior State Counsel & Senior Director in the International Affairs Division of the Attorney-General’s Chambers of Singapore, where he leads the International Economic Law practice. 

His experiences include negotiating Singapore’s free trade agreements with the European Union, China, the Eurasian Economic Union, ASEAN, and the Trans-Pacific Partnership, as well as international investment treaties with various countries.  He leads Singapore’s delegation in the work at the International Centre for Settlement of Investment Disputes (ICSID) and the UN Commission on International Trade Law (UNCITRAL) on global reforms to investor-State dispute settlement and investment arbitration rules.  He acted as counsel in Singapore’s third-party interventions before the World Trade Organization (WTO) for disputes concerning Info-Tech Products and the US-China trade war, as well as before the CPTPP panel in a dispute concerning dairy measures. 

Besides economic law, Chin was one of Singapore’s counsel before the International Court of Justice in the case concerning sovereignty over Pedra Branca.  He has also represented Singapore in matters relating to international aviation, the law of the sea, maritime security, arms control, counter-proliferation and counter-terrorism.

Chin is an alumnus of National University of Singapore Law School (1998), and the New York University School of Law (2013), and is called to the Bar in Singapore and New York.  He was awarded the Public Administration Medal (Bronze) in 2008 and Long Service Medal in 2022.
