ICLRC submitted its input to the Article 6.4 Supervisory Body draft documents
The International and Comparative Law Research Center submitted to the Paris Agreement Article 6.4 Supervisory Body its proposals to the current versions of the documents on the implementation of the Article 6.4 mechanism.
Among other things, the Center’s experts analyzed the requirements for project methodologies, in particular, the three approaches to determining baselines: best available technologies, benchmarks, and historical emissions.
The additionality test is also discussed in detail in the documents. One of the unresolved issues is the issue of the requirement for projects to avoid locking in carbon-intensive technologies and practices.
In general, the Center’s experts believe that the mechanism could already ensure high quality of climate projects under Article 6.4. For the sake of the development of the mechanism, it is advisable not to complicate its structure, but to simplify access for all companies and countries.
Upon the discussions, the Article 6.4 Supervisory Body will present the final text to the Conference of the Parties, which will either adopt the document or turn it over for further development.
