Summary of the Comparative Legal Study of the Commercialization of Research and Development and Proposals for the Development of Russian Regulation (in Russian)
The study (in Russian) is devoted to a comparative legal analysis of the commercialization of scientific research in Israel, China, Russia, and France. Its aim is to identify best practices and develop proposals for improving Russian legislation in this area.
Key issues and documents examined include:
- recommendations and policies of the World Intellectual Property Organization (WIPO) on effective technology transfer;
- legal acts and IP policies of leading universities and research institutions in the selected countries, including legal mechanisms for transferring intellectual property to investors, allocation of rights between researchers and institutions, and author remuneration systems;
- practices ensuring transparency of research institutions and universities for businesses and industrial partners, as well as project management models in the field of technology transfer.
Based on the analysis, the study identifies the strengths and weaknesses of the legal approaches, evaluates the effectiveness of regulation in the examined countries, and offers recommendations for developing the regulation of technology transfer.
