The ICLRC and the Asian Academy of International Law (Hong Kong) signed a Memorandum of Understanding
On 16 September 2024, the International and Comparative Law Research Center (ICLRC) and the Asian Academy of International Law (AAIL) concluded a Memorandum of Understanding. The document was signed by the General Director of the ICLRC, Yulia Mullina, and the Founder and Co-Chairman of the AAIL, Professor Teresa Cheng GBM GBS SC JP.
The cooperation is planned in the form of joint research, publications and organization of collaborative academic and networking events, fora, seminars, lectures, workshops, and training programs. In addition, the ICLRC and the AAIL agreed to share experience, information, knowledge, and library resources, as well as to invite scholars and practitioners on a reciprocal basis to participate in conferences, symposia, seminars, and other events.
“The Asian Academy of International Law is a prestigious and authoritative organization engaged in the study and practice of international law. We are pleased to have the opportunity to cooperate with such a partner, who shares our passion for international law and strives to promote research and education in this field. The signing of the Memorandum of Understanding opens up new prospects for interaction and, I am convinced, will contribute to the development of international law in our regions,” said Yulia Mullina.
“The Memorandum of Understanding with the International and Comparative Law Research Center will strengthen the communication, cooperation and collaboration between our organizations. I am sure that through joint efforts we will be able to open up new avenues for the learning, research, training and promotion of and on international law,” Professor Teresa Cheng noted.

Areas of professional expertise: Yulia graduated from the Lomonosov Moscow State University, Faculty of Law (2015) and has a Master’s degree in private law (2017). In 2019, she was a guest researcher at the Max Planck Institute for Comparative and International Private Law (Hamburg, Germany). In 2020, she completed her postgraduate studies at the department of private law of the Lomonosov MSU, Faculty of Law. Besides, Yulia has been working in the Russian Arbitration Center at the Russian Institute of Modern Arbitration (RAC) (Moscow) since the very beginning of the project in 2016. As of December 2019, Yulia is CEO of the RIMA and RAC. In this capacity, she is actively involved in developing and promoting arbitration domestically and internationally. Prior to that, Yulia served as a legal counsel and was involved in arbitral proceedings administered by the RAC as an assistant to arbitral tribunals. Before launching the RAC, Yulia practiced litigation and arbitration in one of the oldest Russian law firms. Yulia is a member of the Chartered Institute of Arbitrators (CIArb) and a member of the Advisory Board of the Institute for Transnational Arbitration (ITA). She has fluent knowledge of Russian and English, basic German.
Professor Teresa Cheng is a Senior Counsel, Chartered Engineer, Chartered Arbitrator and Mediator. She has been awarded the highest state award of Hong Kong and a number of honorary titles (GBM GBS SC JP). From January 2018 to June 2022, Prof. Cheng was the Secretary for Justice of the Hong Kong SAR.
She is one of the leading experts in the field of investment law and investment arbitration in Asia and specializes in a wide range of legal areas, including international commercial contracts and investment arbitration. Prof. Cheng is an experienced practitioner in international arbitration and mediation and frequently engaged as counsel or arbitrator in complex international commercial / investment disputes.
She is Past Vice President of the International Council of Commercial Arbitration (ICCA), Past Vice President of the ICC International Court of Arbitration, and Past Chairperson of Hong Kong International Arbitration Centre (HKIAC). In 2008, she became the first Asian woman elected through a global election as President of the Chartered Institute of Arbitrators (CIArb). She served as Deputy Judge/Recorder in the High Court of Hong Kong from 2011 to 2017, and she was also a member of the World Bank’s Sanctions Board.
Prof. Cheng is one of the founder members of the Asian Academy of International Law (AAIL), Honorary professor of the China University of Political Science and Law, Director of the International Arbitration and Dispute Settlement Course at the Law School of Tsinghua University, and the associate professor at the Hong Kong Polytechnic University.
