From Baku to Belem: COP30 Agenda (in Russian)

From 10 to 21 November 2025, the 30th session of the Conference of the Parties to the UN Framework Convention on Climate Change will take place in Belém, Brazil – a key milestone for the international climate regime. The conference will address the submission of new Nationally Determined Contributions (NDC 3.0), the implementation of the Global Stocktake outcomes, the finalisation of indicators under the Global Goal on Adaptation (GGA), and climate finance issues.

Adaptation is expected to be among the central themes at COP30, as Parties work to agree on a set of indicators for the GGA. The results of these negotiations will be significant, providing the foundation for the technical phase of the second Global Stocktake and future assessments of progress in adaptation.

The International and Comparative Law Research Center is an accredited observer to the UNFCCC and will attend COP30 in Belém.
