Climate Bulletin. Issue 36 (in Russian)
The International and Comparative Law Research Center (with the participation of ICLRC researchers) and the Gazprombank’s Sustainable Development Hub present the 36th issue of the Climate Bulletin (in Russian).
In this issue:
- The International Court of Justice and the Inter-American Court of Human Rights have defined states’ obligations in the context of climate change
- The U.S. Environmental Protection Agency announced its intention to repeal a regulation fundamental to American climate policy
- A fundamental update to China’s green taxonomy
- The Bank for International Settlements found that the greater a country’s exposure to physical and transition climate risks, the higher the yields on its sovereign bonds

The Climate Bulletin is a regular analytical material on the most relevant topics of the green agenda, both at the international and national levels. It explores the main climate events, trends in the introduction of ESG principles, the development of climate regulation and carbon markets, biodiversity conservation issues, etc.

Areas of professional expertise: • Theory of general international law In 2025 Anzhela graduated from the Faculty of Law of Lomonosov Moscow State University where she received bachelor’s degrees in law. From August to December 2024, she had been undertaking an internship at the International and Comparative Law Research Center. Previously, Anzhela was an assistant of the Ministry of Economic Development of Russian Federation, where she worked on questions of representation of Russian Federation in organizations of international trade law. From January 2025, she is a permanent employee of the “Climate and Environment” division of the Center. Fluent in Russian and English, as well as French at an intermediate level.

Areas of professional expertise: Bachelor’s degree in ecology and natural resources management (specialization “international economic and environmental issues”), MGIMO-University, 2016. Master’s degree in jurisprudence (specialization “international economic law”), MGIMO-University, 2018. Before joining the ICLRC’s team in February 2025, Alexey worked at a Russian embassy to one of the South American countries as well as at the Presidential Executive Office. As part of the Russian delegation, Alexey took part in sessions of the Conference of the Parties to the UNFCCC and the Intergovernmental Negotiating Committee on Plastic Pollution. In 2023, Alexey was recognized as an author of an “outstanding work” pursuant to the “International Law in the XXI Century” Award.
