Inga Kononovich spoke about development of adaptation track under the UNFCCC and the COP30 outcomes

Inga Kononovich, Researcher on Climate Change Policy at the International and Comparative Law Research Center (ICLRC), took part in the conference “Green Transformation: Partnerships and Solutions”, which was held on 5 December 2025 in Moscow as part of the nationwide award “Ecopositive-2025” and focused on issues of sustainable development and environmental protection.

Inga spoke in the panel discussion “Adaptation to Climate Change: From Plans to Action”, where she addressed developments of adaptation under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, tracing the institutionalisation of the global goal on adaptation (GGA) — from its enshrining in 2015 to the subsequent efforts to give it concrete institutional content.

Special attention was paid to the outcomes of COP30 in Belém: Parties adopted 59 indicators to measure collective progress towards achieving the GGA and agreed on a two-year programme to develop guidance on their practical application (the Belém–Addis vision on adaptation).

Inga stressed that the forthcoming “testing” of the adaptation indicators will provide an important basis for national adaptation strategies and plans, including for assessing the effectiveness of measures already in place. Over the next two years, States and international organisations will collect data, identify gaps, and refine methodologies for aggregating information. Within the framework of the GGA, particular emphasis was placed on adaptation finance; as a result, the goal of tripling adaptation finance by 2035 was reflected in the Mutirão decision adopted at COP30.

The presentation drew on the findings made by the ICLRC team following the thirtieth session of the Conference of the Parties to the UNFCCC.
