The possibilities for reducing the financial burden within the framework of the EU CBAM mechanism (in Russian)

On April 25, 2023, the Council of the European Union officially announced the approval of a number of regulatory acts aimed at reducing greenhouse gas emissions in the European Union. 

These include the Regulation of the European Parliament and of the Council establishing a carbon border adjustment mechanism that includes the basic rules of the so-called Сarbon Border Adjustment Mechanism (CBAM), or, as it is often called, "cross-border carbon regulation". The document, among other things, clarifies the purpose of the mechanism, defines the "carbon price".

In this Note, we analyze the possibilities for reducing the financial burden on exporters of the regulated carbon-intensive products and compare the elements of the "carbon price" with Russian regulation.
