The Center’s experts took part in the Efimov Memorial Conference

On November 1, 2023, the Centers’ Senior Expert Analyst for Financial Market Development and International Projects Anastasia Basova and Expert on Climate Change Policy Alexandra Khlebnova took part at the VI International Efimov Memorial Conference, organized by the Russian Foreign Trade Academy. They shared their expertise at the session “The climate agenda in the EAEU legislation”.

The discussions were held in light of the active development of the climate agenda of the EAEU member states, as well as the upcoming COP28. They concerned the current climate regulation in the EAEU and options for its harmonization, international legal aspects of the transition to technologies aimed at mitigating climate change, and features of the global climate legal regime.

Much attention was paid to the barriers to synchronization of “climate development” of the EAEU. In particular, one of the primary challenges is the uncertainty of the legal nature and status of the infrastructure and carbon market elements. In this context, the Center’s experts shared the outcomes of the Center’s comparative analysis on carbon regulation of the EAEU member States and their main international partners. 

The speakers noted that one of the key factors contributing to the achievement of climate goals by the EAEU countries is the implementation of clear, science-based strategies for low-emission development. In terms of harmonization, finding a common approach to carbon regulation in the EAEU depends on what forms of collective competitiveness the parties want to see, first of all, what are the conditions for exporters from the EAEU countries to compete in large markets with more developed carbon regulation.
